Department of Housing & Community Services 

The Department of Housing and Community Services works daily to meet the needs of Harford County residents.  Through the Housing and Community Development division, we work to provide affordable housing opportunities for low- to moderate-income residents while administering a range of federal, state, and county programs to provide opportunities for affordable home ownership, loans and grants for special needs housing programs, rental assistance, renter protection  through Livability Code enforcement, first-time homebuyers, housing preservation, foreclosure prevention, economic mobility, family self-sufficiency, and financial literacy. Additionally, divisions serving specific sectors of the community include the Office on Aging, Office of Children, Youth and Families, Office on Disability Services, Office of Drug Control Policy, Office of Human Relations, and Harford County Transit. These divisions focus on serving seniors, veterans, youth and families, persons with disabilities, those struggling to overcome addiction and mental illness, and provide necessary transportation within the county. We work with federal, state, local non-profit and private agencies to ensure our community continues to evolve, and we remain focused on the best possible services for our citizens and county.
