The following steps are involved in issuing a Public Works Agreement (PWA):
- Road plans are approved by the Harford County Department of Engineering
- Construction costs are prepared by the developer for review and approval by the Harford County Department of Engineering
- The PWA agreement is prepared by the Bonding and Permit Administration office
- The PWA agreement and surety requirements are emailed to the developer by the Bonding and Permit Administration office
- The surety is posted by developer
- The PWA agreement is routed for Harford County signatures
- The PWA agreement is signed and executed by the County Executive.
- The Bonding and Permit Administration office will email the executed agreement to the developer who can then apply for building permits
