Edgewood Facade Improvement Program (E-FIP)

Thank you for your interest in this program. Due to overwhelming response, all funds from the pilot round of funding, totaling $200,000, have been expended. Our office is actively continuing to pursue additional funding to expand this program further. Our review committee will hold any submissions on file but will not convene again to evaluate applications if or until additional monies have been obtained.

Overview

Harford County was granted $200,000 through a Maryland State Revitalization Program to create the Edgewood Façade Improvement Program (E-FIP). E-FIP will fund renovation and/or new construction projects to improve business (non-residential) exteriors along designated stretches of U.S. Route 40 (Pulaski Highway) and MD-755 (Edgewood Road) located in the Edgewood Sustainable Community Area overlay.  The properties highlighted in green in the map below are those eligible for the program. 

Eligible projects costing up to $10,000 would be a 100% reimbursement grant to the business with zero match required; eligible projects greater than $10,000 would receive a reimbursement grant up to 80% of the approved costs over the first $10,000. Business owners are required to provide a 20% match for any approved project costs over $10,000.  Funds will be used for project reimbursement only.

Goal of the Grant 

To transform business exteriors along select corridors to generate economic development and increase investment in a historically underserved community 

Eligibility

Business must be located within the designated eligibility area (map above): bordering U.S. Route 40 (Pulaski Highway) or MD-755 (Edgewood Road) located in the Edgewood Sustainable Community Area overlay

Business must be in Good Standing with Harford County Government and the Maryland Department of Assessments and Taxation

Business and project must comply with all Harford County planning, zoning, licensing, permitting, and public works requirements and regulations

Business must NOT be one of the following industries: adult entertainment facilities, adult video/book shops, check cashing facilities, gambling facilities, gun shops, liquor stores, massage parlors, pawn shops, tanning salons, or tattoo parlors

Uses of the Grant

Façade (exterior only) improvements and enhancements, including but not limited to: 

    American Disability Act (ADA) compliant exterior and site accessibility improvements

    Awnings

    Cleaning and/or repair of building exteriors

    Landscaping

    Lighting

    Exterior Painting

    Parking lot improvement

    Siding

    Signage

    Window and door upgrades, replacement and repair

Prohibited Uses of the Grant Including but not limited to:

    Interior renovation or construction

    Projects completed prior to application approval

    Purchase of equipment or inventory

    Purchase of property

    Roofing

    Structural repairs

Application Evaluation Criteria

Applications must contain a detailed project description and a statement of how the project will improve their business exterior and stimulate economic growth.  

Application will require submission of an architectural rendering of the project, a detailed budget for the project, the project scope of work, and invoices and proofs of payment for all project components.  

Application approval will be subject to review by the Maryland Historical Trust. 

Application approval will be dependent upon compliance with all Harford County planning, zoning, licensing, permitting, and public works requirements and regulations.  

Additional Information


Project will be subject to final inspection and site visit upon completion before reimbursement funds will be paid to business.   

Project must be completed within six months and will begin on date stated in funding agreement.
