Apartment and Condominium Recycling

In 2012, Maryland passed a law requiring that all apartment and condominium communities with 10 or more units provide a recycling program for residents on or before October 1, 2014. 


The Solid Waste Management Plan had been amended to reflect the new State requirements. 

To implement the program, the following was done:
  • Owners/managers developed a written recycling program and communicated it to residents
  • Owners/managers provided training or assistance to residents and informed all residents of the date the recycling program will begin
  • Owners/managers made arrangements to transport collected recyclables to an acceptable recycling facility
  • Owners/managers implemented the recycling program.


A successful recycling plan begins with education. The more your residents understand about recycling, the more successful your program will be. The educational materials such as posters, flyers, and brochures on this site are available for your use. In addition, the Office of Recycling is available to consult with you in developing your plan and providing outreach to your residents.

Review & save money

Review your solid waste disposal program for your properties and make changes that could save you money.  
Increasing recycling in your community may allow you to downgrade your level of trash service (i.e. smaller dumpster), leading to a decrease in cost. Developing a successful recycling program is beneficial to your business, both in saving money, and as a selling feature of your community, as most County residents want to recycle.
