Harford County Local Grant Funding

Harford County allocates more than $1 million each year to support local nonprofits working in a full range of supportive services. New applicants are eligible to receive up to $5,000 in starter funds to give growing service providers financial and technical support.

United States Housing and Urban Development (HUD) – Community Planning and Development (CPD)

Each year, Harford County receives HUD entitlement grants through the Community Development Block Program (CDBG) and the HOME Investment Partnerships Program (HOME) Funding amounts depend on a pre-determined HUD formula, and can be spent on housing, infrastructure, revitalization, and services for the benefit of the County’s low- to moderate-income citizens. Projects and activities must be submitted to and approved by HUD through a 5-year Consolidated Plan (ConPlan), written by Community Development through broad community consultation. Harford County must also submit to HUD an Annual Action Plan (AAP) outlining specific funding goals under the ConPlan, as well as a Consolidated Annual Performance and Evaluation Report (CAPER) that shares how the AAP fulfilled the performance goals listed in the ConPlan.

Consolidated Plan (ConPlan)

Community Development is currently operating under the FY2021-FY2025 ConPlan. Planning is underway for the development of the FY2026-FY2030 ConPlan. Citizens can provide input through the Community Survey here.

Annual Action Plan (AAP)

Community Development, in consultation with community partners and members of the public, creates the AAP each winter for the upcoming July-June fiscal year. Citizens can view and comment on a draft version each March/April before the final draft is submitted to HUD in May.

Consolidated Annual Performance and Evaluation Report (CAPER)

Community Development creates the CAPER every August/September to highlight the previous AAP’s accomplishments. Citizens can view and comment on a draft version each September before the final draft is submitted to HUD at the end of the month.

Nonprofit Subrecipient Grants

Community Development may choose to subgrant its entitlement funds to partner organizations who serve Harford County’s low- to moderate-income citizens. The typical application period runs during January/February. Funding can support a wide range of projects/programs, including, but not limited to, public facility improvements, nonprofit services, tenant-based rental assistance, low-mod income housing construction, first-time homebuyer support, and critical repairs.

Urban County Partnership

The Town of Bel Air and the City of Aberdeen each receive a predetermined percentage of CDBG funding allocated through Community Development per a HUD Urban County Agreement. Projects typically focus on infrastructure in low- to moderate-income neighborhoods.

The Southern County Taskforce (SCTF)

Community Development is supporting the SCTF by using CPD funding for eligible projects in non-incorporated communities on the Route 40 corridor.

Maryland Department of Housing and Community Development (DHCD) - Neighborhood Revitalization

Community Development applies for DHCD funding each year to support neighborhood projects in eligible MD Sustainable Communities. Current projects focus on neighborhood shared spaces in the Edgewood community.
