Aaron Penmen


Aaron D. Penman has lived in and served Harford County for over 40 years.  After graduating from Edgewood High School, Aaron joined the United States Marine Corps and served 4 years as an infantry machine gunner, achieving the rank of Sergeant.   Following his enlistment, Aaron joined the Harford County Sheriff’s Office and served for 24 years, achieving the rank of Sergeant.  Aaron is married, with four children and currently lives in Forest Hill. 

Aaron has a Bachelor of Science degree in Public Safety Administration from Neumann University and is a certified polygraph examiner through the Maryland Institute of Criminal Justice.  Aaron has also served as President of the Harford County Deputy Sheriff’s Union, a member of the Harford County Planning Advisory Board and Harford County Republican Alliance Board. 

Aaron Penman was elected in 2022 as the representative for District B, serving Joppa, Abingdon, Bel Air, Fallston, and Forest Hill.  Councilman Penman currently serves on the Maryland Association of Counties (MACo) Legislative Committee, Traffic Safety Advisory Board, James V. McMahan Commission on Veteran’s Affairs and the Mental Health and Addictions Advisory Board.
