The Office of Budget & Management clearly sets forth a plan for the county to receive and expend funds each fiscal year. The office assists in developing and publishing the county's annual operating and capital budgets and the six-year Capital Improvement Program.
Throughout the year, staff approves all invoices and requisitions, monitors and projects expenditure patterns, inventories budgeted personnel allocations, approves fund transfers, provides analysis, conducts research and publishes reports for the county executive, the administration and all other operating departments.
This division is administered by the chief of Budget & Management, who reports to the director of administration, in accordance with Harford County Charter Section 312 (amended by Bill 82-45) which states "The Director of Administration shall be the Budget Officer."
