How to Participate in a Council Meeting During COVID-19

Due to the ongoing health emergency relating to COVID-19, the guidelines listed below will be enforced for the public health and safety of all.

Harford County now requires masks for all visitors and for any County employee who interacts with the public in County buildings starting on January 4, 2022 until further notice. This is consistent with Governor Hogan's updated actions issued on January 3, 2022.   

It is strongly encouraged for those who wish observe the meeting do so by watching the live stream on our website. Meetings will be archived on our website. Following the Tuesday night meetings, they will air on TV as scheduled on Wednesday’s at 8:00 P.M. and Thursday’s at 2:00 P.M. on the following channels: Comcast 21 & HD 1084; Verizon 31 and Armstrong 7. 

Citizens who wish to testify in-person during the Legislative Session Agenda item, Comments from Attending Citizens, can preregister by emailing or calling 410-638-3343 by 5:00 PM on the Tuesday of the scheduled meeting. Citizens may also register in person at the meeting until the close of agenda item New Business. 

All speakers are required to provide the following information:

          • Address 
          • Subject 
          • Email 

 All citizens speaking will receive 3 minutes.
