Joe Woods - District B


Joe Woods was appointed to the Harford County Council in mid 2009 after the passing of Ms Roni Chenowith. While serving on the Harford County Council Joe runs a business in the county and was serving as the Chief of the Fallston Volunteer Fire and Ambulance Company.

Joe Woods lives in Fallston with his wife Laura and his retired Search and Rescue K9 "Katie." Joe has lived in Fallston for about 32 years. Both of Joe's grandparents Ed and Joyce Kelly and Laura's grandmother Patricia Buttner live in Fallston. Joe's grandparents still live in the house his grandfather grew up in. Laura and Joe have been a couple since their first date February 14, 1996 and were married on the Lantern Queen River Boat on the Susquehanna River in 2006.  

Joe is a natural born leader. His leadership skills have been tested and have been proven by years of dedication serving with our emergency service agencies within Harford County and around the country. He has been tested with leadership roles in high stress, high demand situations and has successfully completed all tasks assigned. Joe is a small business owner and has served the citizens of Harford County as a Deputy with the Harford County Sherriff's Office; a Firefighter; and as the Chief of the Fallston Volunteer Fire and Ambulance Company. Joe has always served the citizens of Harford County even after it almost cost him his life in 1998.

This dedication to service and to Harford County was formed at an early age by growing up around the Fallston Volunteer Fire and Ambulance Company. Joe joined the Fallston Volunteer Fire and Ambulance Company just before his 16 Birthday and was certified as a Maryland Emergency Medical Technician shortly after. Joe went on to University of Maryland Fire Rescue Institute where he received advanced fire, rescue, medical, and leadership training.  In 2005 Joe received his Maryland, National, and International Certified Fire Officer IV certificate which is the highest level of fire service training. There are very few Certified Fire Officer IV's and even less volunteer fire service personnel that have achieved this level of certification. This type of advance officer training focuses on community relations, budgeting, and governmental policies. Joe also has completed advanced certifications as an Emergency Service Instructor. He has a teaching certification from the Maryland Higher Education Commission / State of Maryland's Instructor Certification Review Board and teaches emergency service classes for the University of Maryland Fire Rescue Institute, Harford Community College and other higher education institutes around the state and nation. Joe has also assisted other countries with emergency service issues, including search and rescue training in Ecuador and assisting with establishing emergency medical services and CPR training in Nigeria and parts of India.  Throughout Joe's fire service career he has received top honors, including the Top Training Award 5 years in a row, Top Responder awards, Chief's and President's awards,  EMS and Fire Rookie of the year, Fire Fighter of the Year, Fire Officer of the Year, and Fallston Volunteer Fire and Ambulance Company Life Membership. Joe has also received Life Saving awards from local hospitals and other states around Maryland. The fire service in Harford County has afforded Joe opportunities and experiences that have fashioned Joe Woods into the honorable and dedicated leader.
