How to Participate in a Council Meeting During COVID-19

Viewing and Participation availability for future scheduled Public Hearings 
and all Legislative Sessions


Due to the ongoing health emergency relating to COVID-19, the nature in which future scheduled Public Hearings will be held is to be determined at a later date. Please visit our website for the most updated information.

All Legislative Sessions will be hosted in the Council Chambers with only Council Members, staff and presenters in attendance. Public may view the live-streamed meeting on our Website.

Residents who wish to testify during the Legislative Session Agenda item “Comments from Attending Citizens” are REQUIRED to preregister by emailing Council@harfordcountycouncil.com or calling 410-638-3343 no later than 2:00 pm on the Tuesday of the meeting. You MUST provide the following information when requesting to testify:


     1. First and last name
     2. Email
     3. Phone (Required so we may call you when it is your turn to speak)
     4. Home Address
     5. Subject you are testifying to
     6. Position on Matter: Support/ Neutral/Opposition


All citizens speaking will receive 3 minutes.


Residents are reminded that remote testimony is considered public information and, as such, is subject to the Maryland Public Information Act.
